Newell Road Bridge Replacement Project Status- October 2024

Caltrans review delays: After obtaining the construction easements and permits from regulatory agencies needed for the project, Public Works staff submitted for right-of-way certification and authorization to proceed for construction to Caltrans in late May. Staff worked with Caltrans to revise and resubmit right-of-way certification documents at Caltrans’ request and reached out to state elected officials for assistance in expediting Caltrans review. Due to delays in Caltrans review, access to federal funding approval did not occur, and Caltrans has now reprogrammed construction funding to FY 2026. Since this potentially impacts the City’s ability to start work in Summer 2025, staff is continuing to seek earlier funding from Caltrans to follow the right-of-way certification approval.

Tree removal work continues*: Tree removal at Newell Road and San Francisquito Creek needed in advance of construction began this week, including traffic detours. In collaboration with East Palo Alto, City of Palo Alto Public Works continues tree work in San Francisquito Creek at Newell Road Bridge as part of the Newell Road Bridge Replacement Project. Work began earlier this week, and while staff was hoping to complete the tree removals on Friday, October 11, the contractor will return on Tuesday, October 15 to finish their work. Work hours are 8 a.m. – 5 p.m. Expect road and sidewalks closures in Palo Alto, including Newell Road Bridge, and partial lane closure, eastbound on Woodland Avenue towards West Bayshore Road in East Palo Alto. Traffic control is in place with detours to University and Woodland Avenue.

*Revised timing of tree removal work and clarified that the works includes the closure of Newell Road Bridge. Notifications on this work did not follow our typical outreach to residents in the area, especially with the disruption of bridge closures. We appreciate the input received sharing concerns, and staff are discussing improved notification standards for future work. Update as of 3:30 p.m. on October 11, the contractor will be returning on Tuesday, October 15 to finish the tree removal work.
