Buena Vista Mobile Home Park Redevelopment Plan Update

Buena Vista Mobile Home Park, located at 3980 El Camino Real, provides affordable housing to approximately 270 residents, both homeowners and renters. In 2016, the City of Palo Alto, Santa Clara County, and the Santa Clara County Housing Authority came to a multiyear three-party agreement focused on maintaining and improving the affordable housing at the Park while avoiding displacement of its residents. The City contributed $14.5 million toward acquiring and preserving the Park for affordable housing.
The Housing Authority has managed ongoing compliance and property management, initiated Park upgrades and improvements, and worked toward a major redevelopment of the Park. As a first step the Housing Authority is seeking feedback on initial site concepts.
Park Upgrades & Improvements
Since 2017, over $822,000 has been invested in the Park and residents’ homes, including:
- Relocating Park residents, as needed, to new mobile homes,
- Removing trash and abandoned cars,
- Conducting necessary home repairs,
- Installing new utilities,Replacing aged sewer and water lines,
- Replacing paving,Demolishing abandoned mobile homes,
- Capping unused utilities for safety,
- Providing spaces for services and an afterschool program, and
- Working to bring the Park into compliance with various laws.
Redevelopment Plan
According to the Housing Authority, its redevelopment goals are:
- Housing for all current residents/families.
- Housing remains affordable.
- Preserve ownership.
- Improve amenities and utilities.
The site concept plan provided by the Housing Authority shows a new apartment building alongside a mobile home park, with green space and room for parking.
Next Steps
The Housing Authority is holding town halls with residents, meeting individually with residents to discuss their options, and continuing to refine concepts and create the redevelopment design.
