Residential Energy Assistance Program (REAP)
If you are struggling to cover your energy bills, City of Palo Alto Utilities (CPAU) can help.
Through the Residential Energy Assistance Program (REAP), CPAU customers may be eligible to upgrade their homes at no cost, potentially lowering utility bills. For qualifying customers, free efficiency solutions may include:
- Installing LED lights
- Sealing leaky air ducts
- Adding insulation and weatherization in attics, roofs, walls, doors and windows
- Installing a programmable thermostat
- Installing water efficient devices
- Repairing or replacing heaters, water heaters and/or refrigerators
- Replacing toilets with new high-efficiency models
Am I eligible?
To qualify for REAP, you must meet at least one of the following eligibility criteria:
- Be enrolled in City of Palo Alto Utilities Rate Assistance Program (RAP), which offers up to 25% utility rate reductions for Palo Alto residents with a demonstrated financial or medical need. Palo Alto residents must be enrolled in RAP for financial need to be eligible for REAP. For more information, please visit the Rate Assistance Program page.
- Live in affordable housing that has an income limit of at most 80% of area median income.
- Be enrolled in CalFresh (SNAP).
