We have a rate discount for qualifying customers.

Discount based on medical need:

Qualifying applicants may receive a 25 percent discount on monthly gas and or electricity charges if you have a physician's certification supporting the fact that your medical condition, treatment or equipment causes higher than normal utilities consumption. 

Discount based on financial need:

Qualifying applicants may be eligible for a 25% discount on gas and electricity charges, 20% on storm drain charges. All customers will qualify if their total monthly or annual household income is equal to or less than the income guidelines described below. Customer's discount eligibility is based on monthly income received in the most current months.

What I Need to Know Before Applying:

  • Customers who qualify for both the financial and medical discount should apply for the financial discount as it provides the most comprehensive benefits.
  • An applicant may not receive a financial or medical discount in conjunction with any other discounts.
  • The discount does not apply to the Utility User Tax or towards any other utilities. The Utilities User Tax will be calculated before the discount is applied.
  • Applicants may be required to establish eligibility on an annual basis, and it is the responsibility of the customer to notify the Utilities Department should their eligibility change.
  • Existing RAP applications does not transfer to a newly opened Utilities Account and it is the responsibility of the customer to notify the Utilities Department.
  • Discount can only be applied to one utility account per customer.
  • Proof of income for each household member is required for application approval (such as a copy of the prior-year tax return, a prior-year transcript of “Verification of Non-filing” from the Internal Revenue Service, or a verification of government aid). Please do not send original documents.
