Capital Improvement Projects (CIPs) are subject to City Council and City Manager oversight and their approval is based on the merits of the project in conformance with the City priorities and overall public benefit. Once approved, the project may result in an environmental review process taking the form of a notice of exemption, negative declaration, mitigated negative declaration, or environmental impact report. Typically, healthy and viable trees are protected during these projects. Removals are permitted if the overall public benefit of the project is determined beneficial or necessary. If possible, the Urban Forester will seek to facilitate improvements to the public treescape in the approved project plans. Planting configurations are expected to result in substantial improvements, i.e., an increase in the number and quality of tree planting sites. All work is subject to the Planning Department's permit process as well as the Urban Forester and project Arborist's review and approval.
