Apply for a Public Works Permit

Public Works permits are necessary for:

  • Work performed in the city right-of-way or on City-owned property
  • Projects that require grading activities that move 100+ cubic yards of soil
  • Protected tree removal or any work on a public tree

Please follow the steps below to submit a Public Works Permit Application.

Step 1.Register or Login to ACA

Step 2.Provide Project Details and Upload Documents

All required documents must be uploaded through the ACA Portal. Before a formal review, all applications are assessed for completeness and accuracy to ensure the project is ready for plan check. 

  1. Click on the Pre-Applications tab
  2. Click on the Create Pre-Application 
  3. Fill out the information on the Pre-Application prompts
  4. Submit and make note of your Pre-Application number (e.g., XXAPP-XXXXX)

Step 3.Staff to Provide Next Steps

A dedicated staff will be assigned to guide your project from start to finish. The assigned staff will review your submitted documents for completion

  • Complete Applications: Staff will convert your submittal into an official Public Works Permit application and contact you to pay the permit fees. Upon receipt of payment, your application will begin plan check. Note: Your official Public Works Permit record ID will be in this format XXENC-XXXXX, XXGRA-XXXXX, or XXSTR-XXXXX
  • Incomplete Applications: Staff will provide you a list of outstanding required items before the submittal is ready to be converted into an official Public Works Permit application.

You should receive your first response within 2 to 3 business days. Communication regarding next steps will be through e-mail. 

Please note that all payments shall be made through the ACA Portal. The City does not accept payments through 3rd party applications.

About Public Works for Development Services

Public Works provides services integral to our community on a daily basis. Our department's mission is to provide quality services with commitment, courtesy and pride. Urban Forestry

Urban Forestry is responsible for the maintenance of Palo Alto's Public Trees and Urban Forest. Staff inspects and ensures that tree protection standards are met and permits are properly issued and enforced. Visit the Public Works Urban Forestry page to learn more about our Urban Forest.

Zero Waste

Zero Waste Palo Alto’s mission is to help the community reach its Zero Waste goal of virtually eliminating waste from being burned or buried, and to protect the environment and public health in a cost effective manner by safely, legally, and sustainably managing Palo Alto’s solid and hazardous waste as well as our closed landfill.

Recycled Water

Recycled water is clean and safe (for non-drinking water usage) and can be used for construction, power washing, and irrigation. All users must apply for a recycled water permit with the City’s Watershed Protection Group prior to use. Visit the Recycled Water page to learn more.

Construction in Downtown Area During the Holidays

Construction in the public right-of-way in downtown Palo Alto is generally not permitted during the holiday season between Thanksgiving and New Years, because of the negative impact on retailers and shoppers. The areas covered by this restriction are defined as the University Avenue and the California Avenue parking assessment districts. Restricted work includes street closures, lane reductions, sidewalk closures and parking lot closures. If possible, such work should be delayed until after the New Year. If not, the work should be reviewed carefully to assure that its impact on shoppers is minimal and must not be more than one day’s duration, with that day preferably being a Saturday. Close coordination with the Transportation Division is recommended.
