City of Palo Alto Utilities - Rate Assistance Program (RAP)

Provides a 25% discount on gas and electricity charges and a 20% discount on storm drain service fees to Palo Alto residential customers. Eligibility is based on either medical need, treatment or medical equipment causes higher than normal utilities consumption, or financial need.
