Rumi Portillo Named As Palo Alto Chief People Officer

City Manager James Keene announced today that he has selected Rumi Portillo to serve as the City's Chief People Officer, and will bring her appointment to the City Council on Dec. 14 for confirmation.  Portillo currently serves as Director of Human Resources for Los Gatos where she oversees all Human Resources functions including hiring, benefits, compensation and union negotiations.  She is expected to officially start in her position on Jan. 19, 2016.    

"Rumi has 25 years of experience in public sector human resources, and has extensive experience in both operational and organizational development," said City Manager James Keene.   “Her broad portfolio of leadership in key areas including performance management, recruitment, public safety and labor relations will provide great value as we address the challenges and opportunities in a competitive marketplace for employee talent.”

Since 2005, Portillo has overseen all human resources functions for Los Gatos, which includes recruitment and staffing, employee and labor relations, training and organizational development, performance management, compensation and benefits and risk management.     

From 2001 to 2005, Portillo served as Employment Manager for the city of Sunnyvale, where she managed recruitment and selection services for all city operations.  She oversaw the recruitment and selection of all job classes, including executive positions, and specialized in public safety hiring for the combined police and fire departments.   From 1989 to 2000, she held increasingly responsible positions with the city of San Jose, most recently serving as Employment Manager.  In this capacity, she developed the hiring system for more than 6,000 employees including airport, convention center, police and fire, libraries, environmental services, streets and traffic, planning, public works, parks, water treatment plant and other departments.

Portillo is very active in a number of professional organizations including serving as president of the Northern California Human Resources cities, counties and special districts association, co-founder of the Santa Clara County Leadership Academy, and has been a guest speaker at numerous conferences focused on best practices in recruitment/retention in local government.

Her salary for the position will be $204,000.
