Current Status On June 28, 2013, the City Council approved the 567-595 Maybell Avenue Planned Community rezone overlay. This ordinance permits the applicant to develop a project consisting of 60 senior affordable units and 12 market rate units. The PC ordinance also allows the property owner to develop a project consistent with the underlying, existing zoning. If the owner elected to develop consistent with the existing zoning, approximately 34 to 46 units would be allowed.
On July 31, 2013, a lawsuit was filed by the Coalition for Safe and Sensible Zoning against the project.

Project Overview The Planned Community (PC) Zoning and Comprehensive Plan Amendment is to allow the development of a 60 unit affordable housing development for seniors and 12 single family homes. Access to the site will be provided on Maybell Avenue and Clemo Avenue. The components of this project include:
Affordable Senior Development
The development is a 4 story, 50 foot high building of approximately 56,600 sq. ft. The project will provide 59 1BD units of 600 sq. ft. and a 2 BD Property Manager’s unit.
Amenities provided include a community room with computer lab, laundry rooms on each floor, a resident services office, exercise room, roof terrace open space as well as outdoor common area space.
A total of 42 parking spaces with 5 spaces in reserve are provided.
The units will be rented to seniors earning between 30%-60% of Santa Clara County Area Median Income.
Single Family Dwellings
A total of 12 single family homes, 7 homes along Maybell Avenue and 5 homes on Clemo Avenue on fee simple lots.
The 5 Clemo Avenue homes are three story, 32.5 foot high residences.
The 7 homes along Maybell Avenue are two-story with an average lot width of 48 ft. This is an estimate since the reconfigured plans have not been submitted.
Average 20 foot front yard setback to allow for architectural variation with a minimum 18 foot setback
Required average 10 foot separation between residences.
All homes have 2 car garages with access to the garages provided on the interior of the lot
No individual driveways on Maybell Avenue.
Public Benefits In addition to the provision of affordable housing within the development, the applicant is proposing to provide the following enhanced public benefit(s), not to exceed $200,000:
Installation of sidewalks on all unpaved segments of the southern side of Maybell Avenue, between Coulombe Drive and El Camino Real.
Provide Maybell Avenue bicycle and pedestrian safety enhancements.
Reconfigure the western side of Clemo Avenue to accommodate perpendicular parking.
Additional Project Conditions Imposed by City Council
Share maintenance and landscaping personnel with adjacent Arastradero Park Apartments (APAC).
Shared van services with APAC.
Expedited $200,000 Palo Alto Housing Corporation payment for Maybell public benefit improvements
Eliminate two electric vehicle charging stations from the site and with equivalent funding, locate the stations in the neighborhood.
