City Manager Biography


James Keene has been City Manager of Palo Alto since 2008. He has previously served as City Manager of Berkeley and Tucson, Executive Director of California State Association of Counties (CSAC), Western Director for the International City/County Management Association (ICMA), and President of the Alliance for Innovation. He is a Fellow of the National Academy of Public Administration, recipient of the Mark Keane Award for Career Excellence from ICMA, and one of Government Technology Magazine's 25 Doers, Dreamers, and Drivers for 2017. He is a long time board member of the Institute for Local Government (ILG), teaches in Executive Programs at Stanford and the University of Virginia, and writes for Governing Magazine.
